National support, local execution

In 2025, we introduced the SLSNZ SAR Framework - a nationally endorsed model that sets out how we deliver SAR with clarity, consistency, and confidence. It provides the foundation for National Support, Local Execution - connecting national systems with community-based squads.

OUR ROLE

While most New Zealanders know us for beach patrols, our SAR role goes beyond the between the red and yellow flags

Our mission in SAR is simple: Locate, assist, and retrieve people who are missing, distressed, or injured in and around our waters.

We are part of the nationally coordinated SAR system led by the NZSAR Council, with operations coordinated by NZ Police (Category 1) and the Rescue Coordination Centre New Zealand (RCCNZ) (Category 2).

SLSNZ delivers trained, trusted, and timely Surf SAR responses that save lives and support communities.

Operations

SLSNZ SAR teams respond to four primary types of operations:

  • Rescue – Urgent response to people in immediate danger (47%).
  • Search – Locating people who are missing or unaccounted for (26%).
  • Assist – Non-urgent support such as first aid, welfare checks, or logistics (20%).
  • Support – Supplying personnel, equipment, or expertise to other agencies (7%).

Our squads operate under clear activation levels, ensuring the right people and resources are deployed for the scale and risk of each incident.

CAPABILITY

Around 60% of SAR callouts rely on core lifeguarding skills. In addition, many squads hold accreditation for specialist SAR capabilities, including:

  • Low-light and night operations
  • Flood response and welfare support
  • Offshore response and extended deployments
  • Body recovery and mental health support

We build capability through the PATDOS model (People, Assets, Training, Doctrine, Organisation, Sustainment). Each squad completes a Squad Readiness Profile, which helps identify strengths, highlight development needs, and guide national support.

SUPPORT

SLSNZ ensures that SAR squads are backed by strong national systems:

  • SurfCom 24/7 tasking and comms for consistent coordination.
  • Specialist training and accreditation pathways aligned to national standards.
  • Personal protective equipment (PPE) and rescue gear distributed to meet operational needs.
  • Duty Officers and SAR Support Officers on call to provide guidance.
  • Peer support and wellbeing services to look after our people.
  • Cultural guidance through Kaihautū Māori embedding Te Ao Māori perspectives in SAR delivery.

This wraparound support reduces the burden on volunteers and ensures safe, sustainable SAR operations.
